CARE ORDER Form C110A fails to protect natural and adoptive parents whose child is returned to Care for complex medical and/or psychological reasons. As per Children’s Act 1989 Part IVsec31, reasons: • not receiving care that would be reasonably expected from a parent, or • is beyond parental control
